Public Services

Rationale: Sharon and I reviewed the Western Council competencies as well as the Minnesota Certification competencies. We incorporated elements of both in our draft. We felt that a more general level of description (as opposed to an attempt at detailed, task-level enumeration of activities) was more appropriate in an area where there is literally an infinite number of possible tasks to perform. We are aware of the need to harmonize the various approaches the sub-groups have taken towards this question of detail on our second draft. -MC

Public Services

The library director will be able to:

1. Formulate and explain day-to-day library policies and procedures in areas such as circulation, inter-library loan, reference, and internet access.

2. Explain the application of library laws and library ethics in providing services to the public.

3. Establish an environment that encourages active use of library services by the public.

4. Understand the basics of information seeking behavior.

5. Communicate effectively with individuals from diverse backgrounds.

6. Apply basic concepts of organizing library materials and controlling library inventory to provide convenient access to the public.

7. Perform library operations including circulation, inter-library loan, reserves, registration of borrowers, shelving, computer maintenance and management, and inventory control in manual and automated environments.

8. Use interview skills to clarify patron needs and interests.

9. Assist and advise patrons in the selection of materials in a variety of formats, genres, and subject areas, at an appropriate reading level, without making assumptions about the patron’s age, race, gender, ethnicity, ability, or marital or economic status.

10. Deal with confrontational and emergency situations.
