Technology Core Competencies for Library Directors

A Library Director is able to …



A. Terminology


  • Have a basic understanding of technology terminology

B. Computers and Library Equipment


  • Identify the parts of a computer

  • Correctly turn a computer on and off

  • Use the mouse (left-click, right-click, double-click, drag), keyboard (functions keys, shortcuts), and other peripheral devices attached to the computer (scanner, speakers, flash drives)

  • Turn printers on and off correctly

  • Load paper and cartridges into printers

  • Clear a paper jam

  • Manage print spool

  • Operate and perform basic troubleshooting for photocopiers, telephones, and fax machines.

C. Systems/Networking


  • Know how to get to various network resources such as shared files and programs

  • Be able to identify network equipment such as cabling, router, switch, and wireless technology

  • Use good backup strategies

  • Know how to contact the ISP

D. Troubleshooting/Maintenance


  • Know how to end non-responsive programs

  • Understand cables, power cords, and switches on all equipment

  • Isolate and identify problems with hardware, software, and networks

  • Locate and use manuals, FAQs, and know where to get help or technical support

  • Communicate problems effectively to support/repair person

  • Keep anti-virus software and operating system software updated

E. Security/Privacy


  • Know what security software or hardware and filtering software is used on staff and public computers, how it protects the computers, and how to disable

  • Use security software tools such as anti-virus and anti-spy ware

  • Maintain secure passwords and have a password management system

  • Be aware of the potential security and privacy threats while using e-mail and the Internet

  • Articulate privacy and intellectual property issues that relate to library technology, including filtering software

F. Automated Library Systems


  • Know the value and purpose of a library having an automated card catalog

  • Operate the various modules of the library’s automation system (OPAC, circulation, cataloging, etc.)

  • Design and/or use reports from the automated system for management of library operations

  • Keep automation system updated

  • Understand the budget process for automation

  • Evaluate automation system for upgrade or migration

  • Maintain a current backup of automated catalog

G. Operating System/Office Productivity Software


  • Have a basic understanding of computer operating systems

  • Have a basic understanding of common office productivity software

  • Understand how to use word processing programs in the library environment

  • Have the ability to use a spreadsheet program for a library application

H. Internet/E-mail/Web Design


  • Understand web browser functions, URLs, basic web search methods, and evaluating search results

  • Know the library web page address and what resources can be found there

  • Know the importance of having a web presence and how to keep the library web site updated

  • Know how to set up an e-mail account and how to access e-mail from anywhere

  • Use digital communication tools such as email and electronic discussion lists effectively

  • Know how to issue and use a Kansas Library Card

  • Know how to use the available online databases

  • Participate in digital distance learning opportunities

I. Instruction


  • Teach basic computer and Internet use to patrons

  • Teach the use of library equipment to patrons

  • Teach patrons how to access KS online resources

  • Teach patrons how to utilize the automated card catalog

J. Technology Planning/Policies


  • Develop and maintain a library technology plan including a computer replacement plan

  • Create, evaluate and implement library policies for computer, Internet, wireless usage, and technology disaster

K. Technology and Communication Discount Programs


  • Have knowledge of e-rate and other technology discount programs

L. New and Emerging Technologies


  • Use web conferencing

  • Utilize local, regional, state, and national resources to keep apprised of new and emerging technologies and how they impact libraries
